[Bug 1378629] [NEW] transfer indicator appears instead of clock

Public bug reported:

In rtm krillin image 88, sometimes I get the wrong indicator when I pull
down from the top... especially right after flashing or right after
boot. I'll pull down from the upper right corner, and instead of the
clock menu it shows me the transfers menu. If I swipe the header
sideways to change it, the issue doesn't seem to happen on subsequent
attempts.

Not sure what's going on, but it has been pretty consistent after
flashing. A screenshot is attached. Of particular note is that the
clock indicator is highlighted/underlined even though the transfer menu
is shown.

** Affects: unity8 (Ubuntu)
     Importance: Undecided
         Status: Confirmed
