[Bug 1378945] [NEW] [SIM PIN] + [system settings] toggling SIM PIN off doesn't preform as expected

Steps to reproduce:
1. set up a SIM PIN or make sure the inserted SIM has already a set up SIM PIN (reboot device if needed)
2. after reboot, don't unlock and navigate to System Settings > Security & Privacy > SIM PIN
3. tap on the toggle, which should be green to disable SIM PIN
4. a dialog pops up, prompting to enter the current SIM PIN
5. enter your SIM PIN and tap "Unlock" -> the dialog jumps and the text below the input field says "Incorrect PIN. 3 attempts remaining"; it should say however that 2 attempts are remaining
WARNING ABOUT NEXT STEP: I do not know how many times you can try this
before your SIM gets blocked and you need a PUK code but it worked for
me
6. Enter the SIM PIN again -> the dialog jumps and again the text below
says "Incorrect PIN. 3 attempts remaining", which is obviously not
correct
Expected behaviour: If a user decides to switch off the SIM PIN functionality the dialog should be triggered. And once the SIM PIN is entered, this should as well unlock it at the same time. If the SIM PIN is entered incorrectly, the text below should adjust to the correct remaining attempts.
This unlocking should be an addition to the missing SIM unlock functionality which was reported here: https://bugs.launchpad.net/ubuntu-ux/+bug/1378883
