[Bug 1382252] [NEW] Unity8 needs to support fullscreen surfaces.

 

Public bug reported:

Right now in unity8 the top panel eats up an some of the pixels for the
surface height. So say i request a surface for 540x960, then mir resizes
the surface to 540x921.

This means any application that depends on a WxH will lose an X amount
of H. This hurts games, as they usually depend on a set WxH. If unity8
supported a fullscreen mode where the top panel wouldn't be visable and
wouldn't eat pixels from the WxH.
