[Bug 1420758] [NEW] [Indicators] The indicator envelop icon should not change colour to green and only be present when there are new notifications.

 

Public bug reported:

Actual behaviour:

- Green envelope is displayed when there are incoming notifications.
- Envelope icon turns white when user sees the notification centre.
- Envelope icon turns grey when there are no notifications.

The presence of a grey envelope notification icon (when there are no
notifications) can mislead users into thinking they have an outstanding
notification. The presence of this icon suggest that something is
active/on or requires attention (eg. unread messages or missed calls).

Expected behaviour:

- Monochrome envelope icon. 
- The white envelope icon only appears on the status bar when new notifications arrive.
- If user sees the notification centre (or acts on the notification when it arrives), the envelope icon should disappear.
