Using Bantracker to get a list of active bans in a channel is
significantly hampered by the presence of **MARK** entries and the lack
of a way to remove them from results. Add an additional checkbox that
shows/hides **MARK** results.

(This bug should be set to Wishlist. I'm going to pull the source and
look at how hard it would be to do now.)
