Public bug reported:

The detail view for bans, which shows the channel log, should also show
existing comments. This page is linked on IRC by ubottu when asking ops
to review bans, and it's a lot easier to review bans if you can see
comments.

(This bug should be set to Wishlist. I'm going to pull the source and
look at how hard it would be to do now.)
