I actually think this is pretty well covered by the following from the
Ubuntu Bug Control wiki page:

"Requirement 4 [triaged bugs] can be waived if you are an upstream
developer / bug triager or if an Ubuntu developer vouches for you and
your ability to triage bug reports."

All memberships are already for an initial period of three months, so
why don't we just use that?
