We could add a link/use an api/  linked to a website like Google
Translate, Babelfish, etc, with the original message translated in our
'Universal'  language English (Previously Launchpad or something need
detect that original paragraphs are not in English). Additionally we
can add a special tag such needs-translations-LANGUAGE, for example:
"needs-translation-es" and then we can assign to the appropiate
Translation team. Then they can add a translated edition or attached a
translated version conserving the original report for the record
(native spokens could read both versions).
