Here's one approach: (Taking the French community as an example)
1. Foreign user wants to report a bug ; the community documentation
redirects him to a bugzilla set by the community.
2. Bug triagers from the French community triages the bug according to
the usual guidelines that we follow in Launchpad. The French bug
triager group can contain members from the BugSquad team that
understands French (like me ;)), and other members that will know over
due time how to triage efficiently (but they have to have some
experience though).
3. When the bug is fully triaged, it is translated and sent to
Launchpad, with a bug watcher set to follow the bug in the above
bugzilla.
