FLDIGI uses

 

My ARES team and other neighboring teams use FLDIGI exclusively for
emergency data/digital communications on FM frequencies through the local
repeaters.  We use the MT63 2000L mode because it can pick out signals in
the worst of conditions.

FLDIGI is so versatile that it can send photos and videos on any frequency
of choice, on any band or mode.

Attached is a PDF that will help you set your rig up to use FLDIGI.  The
best thing you should do is get in touch with your local ARES team.
