Hi,

Yes it's something like what you've described. LaTeX is way of storing
and writing documents that keeps the bzr merging working properly.
It's an alternative to just using plain text, as it provides a lot
more options and formatting.

What you're referring to "back in the day" is probably Launchpad
Rosetta - the translation system that Launchpad uses. Rosetta is
great, however it doesn't play nice with LaTeX - which is what we're
using.

This week I am going to work out how we can build in translation
support for our Project.
