No, it does not: "At least 3 releases in a row should use the same (or
very similar) layout to form a series."
Note the "at least". No word about there having to be a change at all in
there.
2 would be just a pair, 3 is the minimum to call it a group or series.
One design per year would be an option, though.
No need to decide for Maverick+1, yet.
