The reason for this is, that you can translate this file. You find in
the code on launchpad the basic file as svg file [1]. You can open
this (for example) with Inkscape, translate the strings, and save it
as pdf in the screenshot directory of your language. Due to the pdf
format the strings stay searchable in the final document.
