I think, we do not need such a restriction, IMHO, because we do not
have a problem with vandalism. If we make this restriction it would be
more difficult for new members to contribute to the manual code.
I recommend, that we suggest everyone that before upload to the
branch, a successful make run is necessary. This would increase the
quality of the code in a better way.
