Wubi to be dropped in 13.04

Hello, everyone.

It looks like Wubi will be dropped for Ubuntu 13.04. You can read the
discussion about this decision at
<https://lists.ubuntu.com/archives/ubuntu-devel/2013-April/036993.html>.

If Wubi is indeed dropped, we should probably remove the Wubi
instructions from the installation chapter and Wubi glossary entry.
