In Ubuntu 9.10 ("karmic") the login-session is a (more or less) normal
GNOME session, and gnome-power-manager *is* running at the login screen
(just checked it to be sure).

The login session is running as the user 'gdm', so any power management
configuration changes done for that user should apply to the login
screen.
