Hm, I just saw that I just didn't seeit, as I first came to http://developer.ubuntu.com/packaging/html/fixing-a-bug.html by Google ("Ubuntu fix bug"), - there the first line shows a link to setting all up.
So maybe just my fault - feel free just to ignore this "bug" report.

  "fixing a bug tutorial" needs devscripts

Bug description:
  In http://developer.ubuntu.com/packaging/html/fixing-a-bug-
  example.html, starting with "Documenting the fix", scripts like "dch"
  are used. These are not installed in a fresh Ubuntu system, maybe you
  could add a hint that "apt-get install devscripts" is needed.
