In http://developer.ubuntu.com/packaging/html/fixing-a-bug-example.html,
starting with "Documenting the fix", scripts like "dch" are used. These
are not installed in a fresh Ubuntu system, maybe you could add a hint
that "apt-get install devscripts" is needed.
