Christopher,
You can look at phablet-dev-bootstrap script in /usr/bin and see exactly what it does, it pretty much initializes the repo, syncs it and then starts the build process if you have a supported device. I prefer to do all the steps manually myself.

I also get various syncing errors; my internet connection is fine; so it must be related to ubuntu servers actually.
BTW, is there any difference in using repo sync with the Ubuntu Touch manifest other than executing phablet-dev-bootstrap ?

Still not working here - again am trying to arrange port to galaxy s3 intl but cant seem to get the full repo - keep getting errors at different points - have a feeling it is servers not able to handle high requests - hopefully this gets resolved soon
