Hmm, "insufficient permissions"... did you run "adb root" before?
Just guessing...

I used SSH tunnels over an ADB tunnel successfully.
Not a full internet connection, but works for a lot of things, even for apt-get and friends. See here: https://github.com/f69m/ubuntu-touch-tf300t/wiki/Use-apt-get-without-WLAN
