It's the datetime indicator service that should handle those - just as
it will handle calendar reminders.

I would even go as to say to not reinvent the wheel, it would be
perfectly doable to have a hidden calendar in
$whatever_calendar_store_we'll_use for alarms in vCalendar format. This
way you'd be able to set multiple alarms with different recurrence rules
etc.
