I wouldn't call that a reason.

Simple question - why the app bar on the left?


The answer is simple, in a (mostly) LTR world, we natively associate the
left with a "start" or "input" action (see Windows start button,
electronics diagrams, LTR text). Our eyes get used to looking for
information on the left first (the way you look for information on a
crowded webpage is, in fact, in the shape of an F).

Making distinctions between left-handed and right-handed would start to get
complicated really quickly, with touch interactions, because the UI needs
to adapt to the interaction style.
