In the event that you do not actually wish to have a phone, it's probably best not to purchase one. In the case that you only want one for occasional communication, the power switch works beautifully.

In the case that you want the device but not the remote functionality, you can simply activate Airplane Mode, and in the case that you simply do not wish to be disturbed, you can set your notification and call volumes to zero.

I'm not certain that "I want a phone that doesn't work" is a compelling use case to plan for when it is already well-served.
