Exactly.  I just want to make sure the user is able to make these 
decisions instead of being stuck with what the app developer 
decided.  Granted, some apps won't work if their background 
service is disabled, but we can try to make it a cultural norm 
that apps should still work if the user shuts off the part which 
is always running.
