I expect us to attempt to enforce a rule that everything landing in
ubuntu-rtm must first have landed in ubuntu, much like SRU rules.  I
proposed this to management in Malta and there was general agreement
that in most cases this would be workable.  There will no doubt be a few
exceptions due to deadline pressure, but hopefully few enough that we
can keep a list manually in the landing team.
