Thinking about this again -- I thought PPAs which enable dbgsyms would
(or could) publish the ddebs within their normal Packages.gz. At least
that's how I understood "ddeb support for PPAs". Adam, does this need
some particular magic to get enabled? Could we do that for the silo
PPAs?
