Right, that's my interpretation as well.

I have this on my schedule.
The plan is that you will be able to upload to a beta channel and
users can opt-in (or be invited) to the beta channel for your app.
That way you will be able to target the stable-and-on-all-devices
framework, and the new-and-shiny-lets-break-things one in devel.
Ratings & reviews would be separated out so you could deal with
feedback separately.

Would that satisfy your proposal?
