Yes, they can.

This would presumably need some sort of "open store if plugin missing"
behavior in the app - at the same time, it could be re-used for "plugin
broke but you don't have the update yet, please update now". When you
have a ton of updates and eg. on a slow connection this can be a life
saver if you would otherwise refrain from updating anything.

That's a possibility, but I'm not totally persuaded. On the other hand, we are working to confine account plugins as well, so that the manual review step won't be needed in the future.
