I agree that it can't be a recent regression, as I have had it on my Nexus 4 more or less since I first installed Ubuntu in October.

I originally wrote it off to wear on my somewhat old Nexus 4 handset, but
since it appeared on my brand new Bq Aquaris, I wish to report this as a
bug. Problem: I don't know what it can be related to, so I don't know where
to register this bug. Can someone give me a link?
I think I’ve experienced this issue a few times on my aquaris,
although I unconsciously discarded it thinking that I hadn’t pressed
the button correctly. I don’t think it’s a recent regression though,
it might be an issue that’s always been there.

Not sure this is the right target, but you can always file a bug at
https://bugs.launchpad.net/ubuntu/+source/unity8/+filebug, it can be
triaged and re-targetted to the correct project.
