It depends what package and what phone build.

Phones built on RTM (which we're almost done phasing out) would not have it.
Phones built with vivid would have it, unless there's a different
package in the stable-phone-overlay PPA that does not have your fix.

Packages in that PPA are chosen over packages in vivid archive during
vivid phone builds.
