Roaming indicated when no data through 3G

When I have the 3G option turned on on my BQ4.5, and the connection is
bad, then the roaming-indicator displays (I presume that's what the R in
the triangle is). If I then switch to 2G, then I usually have a data
signal even though the 3G said I don't.

Is this normal behavior?
