Right, last promotion to devel happened a long time ago. Since then the emulator didn't really work in devel-proposed and promotions have been blocked. Moreover current devel-proposed image doesn't boot at all [1]

This landing [2] contains a fix for bug 1517597 and will soon be in rc-proposed images.
