I confirm what Nicolas and Richard said, the strings are translated in 
LP and have been for a while but not visible on the phone. The strings 
in question are in ubuntu-settings-component [1]

Could it be a domain issue since this page is loaded from 
ubuntu-system-settings or maybe it has not been exported at all?
