This list is a good start.  #ubuntu-unity on Freenode IRC is also good for Unity 8, and there's also #ubuntu-libertine
for specific quesitons on Libertine.

I'd recommend you file bugs against the unity8-desktop-session or libertine projects on Launchpad if you're having trouble.

Possibly.  I'd have to let someone who knows more about those specific apps answer, but you may end up needing to file
bugs against those individual packages as well, if it turns out they're making invalid assumptions about where they're
running.
