I have the same issue. It *might* be an issue with git, as I cannot
clone "http://code-review.phablet.ubuntu.com/aosp/platform/manifest";. I
hangs at POST git-upload-pack. I'm attaching some logs in a few moments.

  can't sync sources

Status in phablet-tools package in Ubuntu:
  Confirmed

Bug description:
  Can't sync the sources using phablet-dev-bootstrap command it just
  stucks at initializing the manifest.git repo and shows 503 service
  unavailable error.
