What's wrong with the Ubuntu Phone and Tablet forum in the Ubuntu
forums collection? 

It already has a lot of history, it is searchable, and it exists exactly
for the purpose expressed by the OP:

Forum -> The Ubuntu Forum Community -> Ubuntu Specialised Support ->
    Ubuntu Phone and Tablet
