Durring the last UDS we have identified templates prioritization as one
action that can improve the translation process and will help new teams
focusion on the essential translations from Ubuntu.

I have made a first draft of how priorities should be assigned :

We shall gather ideas via the mailing list and take a decission durring
an IRC meeting.

When the priority assignation policy is establishe I will change the
current templates according to them
