To answer both questions: we've already had several public discussions
about this. We started at the last Ubuntu Developer Summit in Barcelona,
where we dedicated a session to see how we could improve Kubuntu's
translations.
We have very recently started the process of implementing this, and the
first step I took was to contact the Kubuntu developers [1] in order to
work together on sorting out the translation template changes we've had
in recent KDE versions and the issues when tracking those changes in
Launchpad. Thanks to Harald's awesome work and persistence, we're doing
very good progress on that.
In Kubuntu we do not have a dedicated packager or developer handling
exclusively i18n or translations, for that matter (and neither do we in
Ubuntu). This has been an area in which Kubuntu translations have
especially suffered in the past, but we're actively working towards
changing that and making Kubuntu deserve the reputation of KDE's high
quality translations. The Ubuntu Translation Coordinator team was
recently created exactly for that purpose (adding Ubuntu translations to
the mix as well).
I first contacted the Kubuntu developers to discuss the technical issues
we currently have with Kubuntu's translation templates, since they are
the ones with the expertise on our distro. I figured out this first step
would not be interesting for upstream, but rather the proposal of having
the Kubuntu Translations Day on #kubuntu-devel and having some of you
guys giving us a hand with your expertise on KDE i18n, which was what
Harald was proposing on his e-mail.
The date I was proposing was the 29th of June, which I guess should be
suitable, which if I'm not mistaken will be post string freeze and (more
importantly) post release for KDE 4.3 [2].
