For bn_IN, it's probably just that AFAIK the proper language code is bn. So the entry should be approved with a corrected language code of bn, or we can create a custom language code for the package mapping "bn_IN" to bn.


If the help templates have been blocked, but the .po files still appear
in the Needs Review queue, then it's a bug in Rosetta. The .po files
should also move into "blocked" state.

The blocking is fairly naïve, but it goes something like: look for templates in the same directory for the same target. If all templates found there are blocked, block the translation as well.
