Just for the record, I've checked this with Pedro Villavicencio and bug
tasks can be opened for the ubuntu-translations project in the above
bugs just in the same way as in other bugs.
The only difference is the page layout when choosing another affected
project, since those are recorded as affecting an upstream bug.
So it seems we can use the ubuntu-translations project in all cases :)
