Glad to hear about this!

Translation of Ubuntu is done by language teams. In order to translate
Ubuntu into Manx, you'll need to create a new team and get it appointed
for Manx translations.

Here's what you'll need to do:

https://wiki.ubuntu.com/Translations/KnowledgeBase/StartingTeam

Please follow the outlined procedure so that we can appoint the Manx
team.

Could you please describe the exact problem? This way we might be able
to provide a better answer.

In the meantime, you can find information here:

http://translate.sourceforge.net/wiki/guide/plurals_programmers
http://www.gnu.org/software/gettext/manual/gettext.html.gz#Plural-forms
http://unicode.org/repos/cldr-tmp/trunk/diff/supplemental/language_plural_rules.html

If you know a language similar to Manx, you might find it in the lists
here and use the same plural expression:

http://translate.sourceforge.net/wiki/l10n/pluralforms
https://developer.mozilla.org/en/Localization_and_Plurals

You can upload PO files in whichever way it fits your workflow. However,
I would recommend you to use the web interface for online translation,
which is much easier and nice to work with.

No, the messages that are the same are kept for each release, and you
will only have to translate the new messages.

That will be the next one, Maverick (10.10), the current one, Lucid
(10.10) is due in a couple of weeks.

I hope this could bring you further. If you need more help, please feel
free to ask us.

Regards,
David.
