System is a Ubuntu 13.04 x64, I've already posted a forum thread about
it with screenshots, located here:

Applying regional settings to Slovak to the entire system leaves it with
borked encoding / strange characters appearing throughout Skype, VLC and
SMPlayer for instance.

Changing regional settings to English fixes this, however, this applies
English regional settings, which is a no go.
