The recent comments sound like a different issue from the original
report

The translated indexes are coming from the server but it seems the updates directory are buggy
http://archive.ubuntu.com/ubuntu/dists/focal-updates/main/i18n

Let's see if the launchpad people understand better what's going on
there

  Description text for libxml2 package in Ubuntu Update Manager contains
  two typos (see screenshot):

  1. "XML написан на SGML, международным стандартном метаязыке" should
  be "XML написан на SGML, международном стандартном метаязыке"

  2. "для работы файлами" should be "для работы с файлами"
