MY TWO CENTS!!!   (actual price may vary...)

A couple of points i will address:

>>  1: To function properly as a group there needs to be strong leadership
and chain of command (who do you go to when you have a problem or question)
and clear direction that is to be taken to address the situation, follow-ups
to complete the cycle, Oh and did I mention "planning" i.e. events, changes,
elections and so forth in advanced to assure the process is correct and
functional.

I absolutely, vehemently, with jello, disagree.  To function properly as a
group there needs to be little leadership and chain of command.  Community
and peer is what makes us strong.  Businesses and governments run with
strong leadership and chain of command.. and look how well that works out.
The linux community and the OS itself was built on the principles of.. .
yes.. let's say it.. SOCIALISM!!!  (EEEK EGADS RUNFROMTHECOMMIES!!!)
WE are the OS.  WE are the community.  WE are the leaders.

themselves, thus the need for Team leads, to assure that members concerns
are being addressed. (Chain of Command)

Sort of.  Clear path yes.  A friendly and understanding voice to reach out
to.. absolutely.  A commander? HELL NO.  For someone that is uncomfortable
chatting on IRC or posting to the group there should be a central person
they can feel comfortable just talking wth and sharing concerns.  That
person in turn will turn it over to the group.  Team lead is a voice and a
shoulder.  Both of which Paul has provided... excellently.. i may add.

>>3: Culpability: knowing where to lay the blame when the ball is dropped,
no finger pointing and no he said she said bull-crap. So that when something
breaks or is not completed, knowing the Who, What, When and Where things
went wrong will help correct the problem soon and faster and set the
groundwork to help prevent that situation from happing again and where more
work or detail needs to be done.

We stand as a group.  We fall as a group.  I will NEVER point a finger.
"lay the blame" sent shivers down my spine.  It should never be anyone's
right to lay blame or attack.  Again, a friendly voice to offer feedback and
advice is what is needed.

Roles and responsibilities.. a centralised voice for those that don't want
to speak in front of the group.  a shoulder to cry on.. and arms to cling to
when things get bad.
We govern ourselves.. as it should be.

Administrative all the way.  I don't want a leader and I'm sure most of you
don't either.  Face it.. that's one of the reasons we are bound
together...we think enough alike not to kill each other.

So to sum it all up... I LIKE CAKE!!  (Even if it is a lie.. *sob*)
