I was able to get both user sessions working decently on my system using
the radeonhd driver.  I had to set Option "AccelMethod" "xaa" instead of
exa which is the default.  Using exa with radeonhd shows the same
sluggish second session problem.  Unfortunately, switching to xaa does
not work with the xorg-video-ati driver so I have switched to using
radeonhd for now.  If this bug is fixed, I will switch back and give it
a try.
