Right click on the sound/volume icon in the notification area and select
'Open Volume Control'.
Change the Device drop down until you get a tab that is named
'Recording', click that tab and make sure the microphone is not muted
and that the volume is up.
To test without using a program, go back to the Device it started with
(usually the top-most device), and un-mute the microphone on the
playback tab (and make sure the volume is up). Blow into your mic and
you should hear yourself.
If not, go through all the devices, and make sure the mic is selected as
the recording device (not line in, etc.), The pulseaudio
playback/capture devices don't seem to do much, but the ALSA and OSS
devices should. Maybe you even have a device for the USB camera?
The sound properties are quite atrocious, but you can get it to
work...if it's installed correctly. Does the camera portion of the
device work in applications? Try setting the program to use v4l instead
of v4l2.
And don't forget to mute the playback of your mic once you get it
working. Can get quite annoying to hear everything repeated back to you
over your speakers. ;)
