Tom proposed the following answer:
Find and reinstall gnome-panel by going up to the top taskbar and click
on

System - Administration - Synaptic Package Manager

it asks for your normal user password, not your SuperUser/Root one.  Use
either search tool to find and re-install "gnome-panel".  Hopefully that
should bring it all back
