Question #77406 on Ubuntu changed:
https://answers.launchpad.net/ubuntu/+question/77406
Status: Answered => Open
Myroslav is still having a problem:

problem persists. I am required to restart apache manually after a
fresh login to access my Moodle site. Any other ideas?
Thanks again,
M.
