If you shouldn't have to care whether a program is running or not, there's
already a place for that: the session. The session should contain all the
applications that should always be expected to be running. They should
probably even be restarted if they ever exit or crash. They should be turned
on/off via the indicator's status menu.

Having a launcher in the messaging menu for every installed program that has
indicator support just isn't a good idea. It's manageable now, because very
few programs support the indicator. When 10-20 ubuntu-standard applications
are filling that menu up, it's going to make the whole thing a lot less
useful.

I believe strongly that the only things that should show up in the menu
should be the things that are *currently running*, or in the very least are
explicitly listed as the ones that should show up as launchers in the menu,
either via a whitelist/blacklist preference dialog.
