yeah, i started the topic with little luck recently.
fortunately somebody, i think thorwil, put up a wiki page for the topic:

first of all, Send To is not at all consistent with the other related
options "Move to" and "Copy to".
The logic behind these three and also behind "Open with" as well as "Save
as" and "Open recent" does not substancially integrate the design concept of
Affordance..
